Amendment #1:

 

High Elder:

Because of the nature of the leadership positions, and the possible conflicts that can arise, RL/Online relationships are restricted at this level. Remnants of Hope would prefer to prevent any problems that might occur from bias when it comes to administrative decisions within the guild. For that reason, the High Elder is not allowed to be in a relationship with an Elder Council Member, or Division Commanders.

Whenever a Department Officer is appointed, the Division Commander must announce the appointment on the forums. Upon selecting the Department Officer, the Division Commander must send a notification of the appointment to the Elder Council 48 hours before an official announcement on the forums. While approval is not required, this change ensures that the appointment meets all eligibility requirements.

Amendment #4

 

The High Elder may veto any guild structure change proposed and approved by the Elder Council within three days of the vote being finalized. The High Elder must state in the proposal the reason why they are vetoing. If the Elder Council disagrees with the veto, they may begin an override process.

  • To override the High Elder veto, all division commanders must be brought in to hear both the proposed changes/additions and the reasons for the veto. A majority (>50%) vote between the Division Commanders is required to override the veto.

At the end of a term, applications for the position will be opened. The following must be included in the announcement of the High Elder applications opening:

  • The High Elder must indicate if they wish to seek another term.
  • Each individual EC member must state whether they will remain in their position or wish to resign upon the conclusion of the election. The names, if any, of the EC members who intend to resign must be included in the initial application opening post.

A deadline will be set on the application acceptance after two eligible candidates have applied. This deadline must contain one full weekend. Should the High Elder wish to remain and no applications have been received one month after being opened, the High Elder will be automatically re-elected. During the election, the High Elder is not allowed to use any forum/admin permissions or communication methods that are not readily available to all candidates to campaign or promote themselves.

The Elder Council has discussed and approved the following changes to the Guild Structure:

 

7.a) Department Officer: Removal Protocol

 

Old:

The Division Commander or the Elder Council may remove a Department Officer. If the Division Commander wishes removal, they must give an official notice to the Elder Council and High Elder 48 hours prior to removal of the officer. In cases where there is a clear violation of the Code of Conduct and/or Guild Rules and Regulations, the Elder Council and High Elder reserve the right to grant separate penalties.

The Department Officer may appeal a complete removal within 3 days after the removal occurs.

  • Appeal must be made via a Private Message on the Forums with the Division Commander as the intended audience with the Elder Council and High Elder observing the PM.
  • After the hearing/discussion the Elder Council will vote on the appeal with High Elder and Division Commander present.
  • If the removal is overturned, the department officer may be placed into a probationary period.

The members of the specific Game Division can petition towards their Division Commander in order to remove their Department Officer. With at least 10+ unique signature, which will be sent to the Division Commander and forwarded to the Elder Council and High Elder, the Division Commander will have to make a decision. The Division Commander has seven days to either remove the Department Officer, place the Department Officer on a probationary period, or deny the petition.

Another removal process within the same chain of command may not be started until the current one has ended.  This prevents the possibility of having retaliatory removal processes begun. Votes for removal should be concluded within three days of the start of the process.

The respective Division Commander will post a thread about the new vacancy. Each applicant can be given an application and/or interview depending on how the Division Commander wishes to elect the new Officer. In order to be eligible the following requirements must be met.

  • Must be a Full Member
  • Active in perspective game and specialized department.
  • Not in an Elder Council placed probation period.
  • Have no current strikes.
  • The Division Commander may not run for Department Officer.

 

New: (addition only, applies only to recruitment officer)

 

 

 

A member applying for the Recruitment Officer position in any Division must first have served as Recruitment Assistant (in any Division) for a minimum of 7 days or have prior experience as a Department Officer or above before becoming a Recruitment Officer.

 

The Elder Council has found the Recruitment Officer position to be particularly involved with our entire community, as well as highly dependent on constant activity and dedication to the position.

 

The outgoing RO (if there is one) or DC (if there isn't) are able and encouraged to promote any interested applicants to assistants for the seven days to get that requirement filled, or as soon as they feel comfortable doing so. The intent of this amendment is not to limit who becomes Recruitment Officer in any of our divisions, but instead to make sure they are first able to see and are ready for the workload this Officer position brings, as a Recruitment officer becoming absent or unable to fulfill their duties has a large impact on our shared community.

 

Being a Recruitment Assistant or an Officer+ will allow them to see the Recruitment Process as well as be a part of it before having full responsibility for its workings.

 

Please note that this rule is not retroactive - we fully support our current Recruitment Officers as well as our temporary Recruitment Officers as well as their assistants!

The timespan of the vote must include one full weekend.

  • If the current High Elder seeks another term and one or more eligible candidates are nominated, an election will occur. During the election, the High Elder is not allowed to use any forum/admin permissions or forms of communication that are not readily available to all candidates to campaign or promote him or herself.
  • If the current High Elder does not seek another term and two or more eligible candidates are nominated, an election will occur.
  • If the current High Elder does not seek another term and only one or no eligible candidate is nominated, the election will be suspended until at least two eligible candidates are nominated. If this does not occur before the end of the current High Elder's term, the office will be vacated until a time when the requirements for an election are met.
