I think the very best is actually the best comparison you can make, assuming no funny business. If the game is balanced around the highest level of play, all level of play benefit.

My attempts to explore int he beta so far have been squashed by mobs that require you to be of a certain level to fight. I and I'm talking just walking outside of town off the road a short distance like I'd do in other ES games. Not sold. this game has so far failed to capture any of the majesty and grandeur of it's namesake.
