Anyone know of a good (free or cheap) video editing software that will let you place an image over only a portion of the video?

Oh, Tyr. I'd recommend Lightworks or Windows Movie Maker.

As for doing it with previously made videos, I don't know of anything free, but in OBS you can add the video to the screen capture so it will put it there when it records.

After spending hours getting ready to pull my hair out (I literally got to the point where I considered simply "re-recording" [record them from the video player in full screen] my videos with OBS just to get the logo up there), I spent $40 on a wonderful little program called Wondershare. Worth every penny.
